ROAD PROGRAM
Road Program
Spring Garden Township’s roadwork season is
generally from April to October. The Township is
responsible for maintaining 58 lane miles.
Segments of the following roads are in the 2021
Road Program/2” paving overlay: Old Garden Ln.
from Clover Ln. to Hillcroft; Waters Rd. from Queen
St. to Township Line; Hillcrest Rd. from Queen St. to
Crescent Rd.; Edgehill Rd. from Queen St. to
Crescent Rd.; and, Regents Glen Blvd. from Country
Club Rd. to the cul-de-sac.
Some roads with a low to moderate level
of degradation are selected to receive a
microsurfacing surface treatment.
Microsurfacing is applied to help preserve to Country Club Rd.; and, Upland Rd. from Wyndham
and protect the pavement structure and
furnish a new driving surface.
SEWER
Public Sewer System
The sanitary sewer user rates increased mid-2020.
This was due to the degree of repairs necessary to
be scheduled for maintenance on the system such
as replacement of sewer mains, repair of leaking
laterals, and replacement of deteriorating
manholes. The Township regularly televises the
sewer mains looking for cracks, sags in the pipe,
and infl ow and infi ltration. Unfortunately, sewer
rates will not remain stagnant; the age of the
conveyance system and the sale of the York City
Sewer Treatment Plant will result in increases over
the next several years. We will do our part by
analyzing the cost of projects and budget
conservatively for unexpected repairs before
proposing rate increases. Any increases to services
are addressed at the Board of Commissioners
meetings which are publicly held and advertised.
What is infl ow and infi ltration (I&I) into a sanitary
sewer system? Infi ltration enters a sewer system
through malfunctioning pipe joints, breaks, cracks,
or manhole faults. Infl ow generally occurs when
rainfall enters the system through connections such
as roof leaders, yard drains, sump pumps, and
faulty manhole covers and frame seals.

Homeowners will receive written
documentation no later than 48
hours prior to the street in front of
the home receiving the application.
Microsurfacing takes a couple of hours
to set; it should not be driven on for
about 4 hours.
The Township will not be responsible for removing
the asphalt from your vehicles.

Greendale Rd.; Small Brook Ln. from Woodland Rd.
Dr. to Glenwood Dr.
The mitigation of I&I is vital to caring for the
environment and capital investment in the sewer
system and treatment facilities. The more I&I that
is controlled, the better the management of costs.
The Township pays both York City and
Springettsbury Township by the gallon for sewage
treatment. You can help by disconnecting the
following that tie into the sanitary sewer system:
sump pumps, fl oor drains, and roof leaders. We will
do our part by investigating the system for leaks
and faults as well as repairing located defects.
